How come I cannot make a banner even though I am a partner?

I just became a youtube partner... well at least I think... and the reason I think so is cause I got a notification on my home page saying "you have a lot of views on this one video, would you like to apply to be a partner?" so I clicked the button that said I accept. They made me start an adsense account and then enter the video. one second later they said they accepted it. so i went to my adsense account and I was starting to make money off of the video. I have 2 advertisements on the page where my video plays, but it is only on that one. The reason that I am confused is because I am making money but I can't make a banner or any of the other things a partner can do... If someone could just explain why I am having this problem and what is going on. I have a feeling there is something major that I don't know. thanks :)
