If I turn on my computer and I don't open the Internet will the bill go up?

Ok I don't think that question made sense so yeah well I charge my iPod almost every day but I never open the Internet I actually don't do anything so my mom received a bill and I was surprised cuz no one goes to the computer in our house I think that made more sense
